It will soon be tagging the messages with advertising.
I would expect them to also charge a fee to those accounts with lots of followers.
Twitter is not making any money yet. So far, they have been operating on investment capital. They are considering options to monetize their website right now, so you can expect to see some form of advertising on Twitter soon. Investment capital only goes so far.
