There are two ways to use twitter on your cell phone. One is via text, and the other is via an application made for your phone.
If you are using the text option normal texting rates will apply. I wouldn’t recommend doing this option unless you have an unlimited texting plot.
The application option will be limited to certain phone types (iphone, blackberry etc.) and will require a data plot. Normal data rates apply.

It will only make charges when you use the app due to mega bytes/web access. I would recommend a data plot.
